Davis was employed by respondent Board of Education for the Public Schools of Robeson County (hereafter, Board) as a tenured teacher on 23 March 1992 when he was suspended with pay pursuant to North Carolina General Statutes § 115C-325(f1) (Cum.Supp.1993).
