This appeal challenges the Zoning Commission's approval of a modification of a planned unit development for the International Monetary Fund. Specifically, petitioner contends that the Commission erred in approving the modification in the absence of a change in circumstances that would warrant releasing the IMF from obligations imposed by the Commission as a condition for approval of a previous modification to the planned unit development.
