This matter is before the Court on a Motion to Dismiss pursuant to Federal Rule of Civil Procedure 12(b)(1) filed by Defendants, the Hammond Port Authority ("Port Authority") and Lake Michigan Charters, Ltd. ("Lake Michigan Charters"), on March 16, 1993. This Court must decide whether a dispute regarding the award of a lease of a docked vessel for non-navigational purposes falls within this Court's admiralty jurisdiction...
