Patricia Dougherty and Scott Sullivan were involved in an automobile accident. Ms. Dougherty attempted to sue Mr. Sullivan for negligence. The Trial Court dismissed Ms. Dougherty's claim due to the untimeliness of service of process. As it was the second dismissal, it was with prejudice.
