Plaintiff Chandra Cintron is a minor who, through her parents and next friends, Sherri and Sean Cintron, sued the defendant, City of Colorado Springs (City), and others, asserting that she suffered serious and permanent injuries at the time of her birth in October 1989 in Colorado Springs Memorial Hospital, a facility operated by the City.
