In separate and unrelated incidents, the City of Chicago towed cars belonging to Robert Holstein and Brian Grove. Predictably, Holstein and Grove were displeased with their treatment by the City's police department. They demonstrated their displeasure by filing this lawsuit against the City. They allege that two provisions of the City's Municipal Code are unconstitutional because one provision permits the City to tow cars arbitrarily and another...
