In this case we consider whether various statutes and administrative rules and regulations dealing with public education are "unfunded local mandates" within the meaning of G.L.c. 29, § 27C (1992 ed.). That statute, known as the "local mandates" law, is a portion of Proposition 2 1/2, which is a tax limitation measure that the voters adopted as c. 580 of the Acts of 1980 under the initiative process of the Constitution of the Commonwealth.
