Reginald Harris was convicted of theft from an interstate shipment in violation of 18 U.S.C. § 659. Although the offense of conviction was committed prior to the effective date of the 1993 Sentencing Guidelines, sentencing occurred after the effective date, and the district court accordingly applied the 1993 version of the Guidelines in imposing sentence.
