The Water Control District of South Brevard County appeals from an adverse judgment in a quiet title suit in favor of various landowners who were the plaintiffs below. The trial court ruled that the District had not obtained legal title to the disputed lands by any effective means, and that the current landowners were entitled to have the District's claims to a 117 foot-wide right-of-way for drainage and maintenance along the west side of Canal C...
