On April 28, 1994, defendant Muntean pleaded guilty to a violation of the National Firearms Act, 26 U.S.C. §§ 5801-5872, specifically, to the making of "a false entry on any application, return, or record required by this chapter, knowing such entry to be false." 26 U.S.C. § 5861(l). Defendant has now moved to vacate his guilty plea, arguing that his conduct did not constitute the offense circumscribed...
