Petitioner, an inmate in the State prison system, was charged in a misbehavior report with violating prison rules that prohibited Penal Law offenses and assault. The report was based on confidential information and accused petitioner of conspiring with others in the assault of an inmate in the facility gymnasium which resulted in the inmate's death. Petitioner denied any knowledge of the incident....
