On December 16, 1991, defendant Jack Mandel pled guilty before this court to two counts of mail fraud. Defendant was sentenced on June 25, 1993, and is currently incarcerated at the Federal Prison Camp in Lewisburg, Pennsylvania. In addition, defendant has brought a civil action, Mandel v.
