OPINION

RUSSELL, Bankruptcy Judge:

The debtor attempted to modify a confirmed Chapter 111 plan. The bankruptcy court ruled that the confirmed plan was "substantially consummated", thereby statutorily barring modification. The debtor appeals. We AFFIRM.
