This is a forfeiture case in which the State seized $10,057 from a drug suspect, Carrillo. As part of the discovery, after the State had filed suit, Carrillo sent out requests for admissions. The State, in essence, refused to answer these admissions by replying they could neither admit, nor deny, because of insufficient information.
