Billy J. Hale, plaintiff below, sued fifteen law enforcement officers under 42 U.S.C. § 1983, alleging conspiracy to retaliate for Hale's exercise of his right of access to the courts; unconstitutional search and seizure; and the use of excessive force during search and arrest. Each defendant filed a motion for summary judgment based on qualified immunity. The district court granted the motions for summary judgment for ten of the defendants...
