The appellant, Frank Suarez, challenges the district court's grant of summary judgment to the United States on his claim under the Federal Tort Claims Act (the "FTCA"). Because Suarez failed to meet a jurisdictional prerequisite to such a suit, the district court correctly declined to hear Suarez's claim.
