Appellee Victor Moreno, an inmate of the District of Columbia's maximum security prison at Lorton, Virginia, was assaulted by several people (presumably other prisoners). He received multiple stab wounds to his back and legs which required surgery, the removal of a kidney and extended hospitalization.
