LOBRANO, Judge.

The sole issue in this appeal is whether the excess insurer's coverage drops down1 to "dollar one" in advance of any payment by the Louisiana Insurance Guaranty Association (LIGA) due to the insolvency of the primary insurer. We hold that it does.
