GOLDBERG, Circuit Judge:

Dallas Police Officers Walter M. Clifton and Gordon Hager appeal the district court's denial of their motion for summary judgment on the grounds of qualified immunity. The district court found that a question of fact precluded summary judgment because there was still a controversy as to whether the defendant officers acted reasonably when they arrested the plaintiff, Robert Mangieri, for violating the Texas disorderly conduct statute.
