This is an appeal by the Police Association of New Orleans (PANO), the New Orleans Fire Fighters Association and the class of City employees they represent, from a district court judgment which upheld the constitutionality of Ordinance 15298, as amended by Ordinance 15420 of the City of New Orleans.1 The ordinances are often referred to as the "Domicile Ordinances".
