GLASSMAN, Justice.

Pursuant to M.R.Civ.P. 72(c),1 this matter was reported to us following the entry of a summary judgment in the Superior Court (Penobscot County, Mead, J.) in favor of Penobscot County on Carolyn Proctor's claim alleging that a county ordinance violated her constitutional rights guaranteed by the First Amendment to the United States Constitution.2
