Defendant, City of New Orleans appeals a decision of the Administrative Law Judge (herein "ALJ"), awarding appellee, Robert Schmitt, worker's compensation benefits in the amount of $282 per week beginning November 4, 1991 and continuing for so long as the appellee is disabled, along with judicial interest, penalty interest, and attorney's fees of $1,000.
