This matter is before the Court on plaintiff's Motion to Consolidate and defendants' Motion to Dismiss the complaint pursuant to Federal Rule of Civil Procedure 12(b)(6). Plaintiff, Lee A. Clarke, a prisoner in the Lorton Correctional Complex, brought two lawsuits in this Court under 42 U.S.C. § 1983 alleging violations of his civil rights.
