Plaintiff, S.K. Whitty ("Whitty"), appeals from a trial court judgment granting the City of New Orleans' motion to change venue. For the reasons stated, we reverse and remand for further proceedings.

In August of 1989, the City of New Orleans, through the New Orleans Aviation Board ("the City"), published an Invitation to Bid for the construction of a multi-level parking garage at the New Orleans International Airport...
