When parents fail to pay court-ordered child support to the guardians of their children who have been made wards of the welfare department, is the welfare department liable to the custodians for the amount of unpaid support? The trial court answered this question in the affirmative and ordered the Clark County Welfare Department (Department) to pay Doris Turner, the custodian and guardian ad-litem of S.T. and L.T., $74,124.37 for nearly fourteen years...
