Relator appeals the district court's denial of its petition for an alternative writ of mandamus. We affirm.

Neb. Const. art. VIII, § 12, provides in part:

For the purpose of rehabilitating, acquiring, or redeveloping substandard and blighted property in a redevelopment project ... any city or village of the state may ... incur indebtedness, whether by bond, loans, notes, advance...
