The State of Louisiana, through the Department of Transportation and Development (hereinafter "DOTD"), appeals a judgment of the district court in favor of plaintiffs, Carroll LeBlanc Constance, wife of/and Gerald Constance, and Cleary Bicycle, Moped and Go-Cart Center, Inc.
