S.H. and S.C. are the natural parents of two minor children: S.D.H., born in August 1988, and C.L.H., born in January 1990. The mother, S.C., was sixteen years old when S.D.H. was born. S.C. and S.H. never married.

Between July 1989 and April 1990, four founded reports of denial of critical care were investigated and compiled by the Iowa Department of Human Services (DHS). In June 1990, S.C. was arrested for third-degree theft and incarcerated...
