We affirm in part and reverse in part a decision of the Workers' Compensation Court of Appeals relating to attorney fees.

In December 1988 employee Tammy R. Fischer filed a claim for compensation benefits. The compensation judge awarded medical expenses (while denying benefits) but declined to award Roraff fees because there was "no evidentiary basis" for doing so. See Roraff v.
