Defendant, 17-year-old Troy Higgins, was charged with arson (Ill.Rev.Stat.1989, ch. 38, par. 20-1(a)) and two counts of first-degree murder (Ill.Rev.Stat.1989, ch. 38, par. 9-1(a)(3)).
