On February 24, 1991, the appellant, William H. Simmons, was arrested in a laundromat parking lot, at which time 17 baggies containing marijuana were found hidden under the driver's seat of his car. The arrest resulted from information provided by a confidential informant who contacted the arresting officer by his beeper number earlier that afternoon.
