OPINION

SHEA, Justice.

This case came before the Supreme Court pursuant to the petition for certiorari of Louise Durfee, the defendant director of the Rhode Island Department of Environmental Management (DEM), to review a decision of the Superior Court that reversed DEM's denial of variances sought by the plaintiffs, John and Loretta Strafach (the Strafachs). We quash the judgment of the Superior Court.
