This is an appeal from an award in a condemnation proceeding. A panel of special commissioners determined the value of the property taken from the appellant, and the amount of damages to the remainder of his property, to be $85,000. The commissioners' award was filed on November 11, 1991. The appellant filed his objections to the award on December 6, 1991. After determining that the objections were not filed timely...
