We granted this appeal to determine whether a watershed district (a quasi-governmental corporation) constitutes a public service district within the meaning of the Metropolitan Government Charter Act. The significance of this issue is more understandable when we recognize that the Metropolitan Government Charter Act prohibits a public service district from being created within the boundaries...
