Jackie Howard Mullins was charged with one count of conspiracy to commit arson and mail fraud in violation of 18 U.S.C. § 371, one count of arson in violation of 18 U.S.C. § 844(i), and three counts of mail fraud and aiding and abetting mail fraud in violation of 18 U.S.C. § 1341 and 18 U.S.C. § 2.
