The issue on appeal is whether State Farm Mutual Automobile Insurance Company properly refused to renew a Basic Medicare Supplement Policy previously sold to Arthur F. Becker. The circuit court ruled that State Farm's original sale of the policy to Becker violated the provisions of Wis. Adm. Code sec. Ins.3.39(25)(b), which bars the sale of a medicare supplement policy if the effect is to provide the insured with more than one such policy...
