Gene L. Clark appeals the judgment of the trial court affirming the order of the Personnel Advisory Board (PAB) which approved the actions of Steven C. Reeves, Superintendent, Fulton State Hospital, ("Respondent") and sustained Mr. Clark's dismissal from employment at the Fulton State Hospital.
