This is a review of an unpublished decision of the court of appeals which reversed an order of the Circuit Court for Milwaukee County, Honorable Russell W. Stamper. At issue is the proper procedure to compel an administrative agency to comply with a mandate issued by a circuit court reviewing a case pursuant to a writ of certiorari.
