Plaintiff Robert Roseman, formerly the Clerk of Cambria County, has filed a complaint seeking money damages1 from Cambria County and two of its commissioners, alleging that the defendant commissioners' politically-motivated decision to replace him violates the Elrod-BrantiRutan doctrine. See Elrod v. Burns, 427 U.S. 347
