In this attorney disciplinary proceeding, the Committee on Legal Ethics of the West Virginia State Bar ("the Committee") recommends that this Court suspend the respondent's, George S. Taylor, license to practice law for two consecutive six-month periods, require the respondent to pass the Multistate Professional Responsibility Examination as a condition of reinstatement and further order the respondent to pay all costs of this disciplinary proceeding....
