This case is before this Court upon an appeal from the May 29, 1992, order of the Circuit Court of Kanawha County, West Virginia. In that order the circuit court reversed the decision of the West Virginia Education and State Employees Grievance Board and found that the elimination of the appellees', William Vernon Smith, Jr. and Donald S.
