First, whether the plaintiffs, a group of Milwaukee county taxpayers, possess standing to challenge Milwaukee county's decision to transfer the management of the Milwaukee Public Museum to Milwaukee Public Museum, Inc., a nonprofit corporation formed for the purpose of managing the museum, by entering into a lease and management agreement with said corporation....
