Plaintiffs appeal as of right from an April 26, 1991, circuit court order. We affirm in part and reverse in part.

This case is before this Court for a second time. At issue is Lyon Township Road-End Ordinance No. 31, which purports to regulate public use of the ends of roads running perpendicular to the shoreline of Higgins Lake.
