Appellant, Edwin MacMillan, is a former teacher of mathematics at Hilliard Middle-Senior High School who was suspended in May 1991 by Appellee, the Nassau County School Board, for his alleged "immorality" and "misconduct in office." The charge of immorality was dropped.
