The plaintiffs in both cases filed motions on October 23, 1992, to consolidate their § 1983 civil rights actions under Rule 42(a), Fed.R.Civ.P. The defendants had hither to filed a Motion to Dismiss on September 8, 1992, which the plaintiffs opposed on September 15, 1992.
