This case comes before us on an appeal by the director of the Rhode Island Department of Human Services and the Rhode Island Department of Human Services (department) from a judgment entered in the Superior Court declaring that certain procedures implemented by the department that deleted approximately a thousand incapacitated adults from the General Public Assistance program (GPA) did not meet the standards required by the process...
