On August 9, 1991, plaintiff James Douglas Cox ("Cox") initiated this action against the District of Columbia ("the District"), Officer Barry Goodwin ("Goodwin"), Officer William Brady ("Brady"), and unknown police officers and supervisors, alleging, inter alia, that he was assaulted by the above-mentioned police officers, all of whom were employed by the Metropolitan Police Department...
