Richard Biagini (Claimant) appeals from the order of the Workmen's Compensation Appeal Board (Board) which affirmed the referee's order dismissing Claimant's claim petition. Two issues have been raised for our review in this appeal, namely, whether Claimant was denied due process when a referee, other than the referee who presided at the hearings, issued a decision and order in this matter prior to Claimant receiving notification of said substitution...
