The Department of Transportation, Bureau of Driver Licensing appeals from an order of the Court of Common Pleas of Philadelphia County that granted the petition of the appellee, Gary Alan Messa, and ordered the department to pay Messa's costs for retaining an interpreter to aid him in his appeal from the department's notice of suspension. However, we conclude that the trial court's order is void because the trial court never had jurisdiction...
