Plaintiff Mark Hider appeals from the judgment of the Superior Court (Cumberland County, Lipez, J.) affirming the second denial by Portland's Chief of Police of Hider's application for a permit to carry a concealed weapon. Hider argues that the Chief is estopped from denying subsequent permit applications on any basis that was known to the Chief at the time of the first denial, and that the Chief abused his discretion in denying the permit.
